Décisions stratégiques au sommet de l’Etat : qui décide ?

Abstract

Le cas se présente en deux parties qui s'utilisent en parallèle l'une décrivant la situation en 1997, l'autre en 2014. L'enseignant invitera les participants à lire les deux récits qui proposent une description du climat politique en France en avril 1997 et au premier trimestre 2014. La discussion de deux situations différentes, mais qui présentent des analogies, permettra aux participants l'exercice d'élévation et de prise de recul nécessaire pour comprendre les processus de fabrique de la décision et les discuter au profit de leurs aptitudes managériales. Chaque sous-situation décrit le contexte, les arguments, et des éléments utiles de calendrier, tandis que les annexes nourrissent les lecteurs d'informations factuelles (constitution, calendrier, extraits de discours officiels, etc.).
