Abstract

إن من البديهي، في عصر العولمة و اقتصاد المعرفة، القول أن البحث العلمي، تطوير التكنولوجيات واستحداث المنتجات وأنظمة الإنتاج تحدد نمو وتنافسية الدول المتقدمة٠ تبدو هذه الدول في سباق محموم للوصول إلى نتائج قابلة للاستغلال لتحويلها إلى تكنولوجيات و منتجات جديدة تضمن لها سبقا مقارنة مع المنافسين٠ فحكومات هذه الدول ترفع من النفقات العلمية و التكنولوجية، تجذب أحسن العلماء إلى جامعاتها، تشجع حماية نتائج البحث عبر براءة الاختراع خاصة، تدفع بالتعاون بين أجهزة البحث و المقاولات وتحفز إيجاد تطبيقات عملية لنتائج البحث. كذلك، تبدو الدول الآسيوية الصاعدة حريصة على تدارك تخلفها في مجال البحث العلمي و التكنولوجيا حيث تكثف التفاعل مع الجامعات و مراكز البحوث الأجنبية ومع علمائها المستقرين في الغرب خاصة، هذا من جهة، من جهة أخرى، من الواضح أن المقاولات في هذه الدول ترفع بوثيرة سريعة من نفقات البحث و التطوير لكي تزيد من قيمة سلعها في ظل المنافسة و في ظل ازدياد الطلب على التجديد المستمر للعرض
