Abstract
In this article, the administrative, political and financial cutting off of minifundia by Romania itself and EU in the wine sector - which seems more that of an ignorance of their operation than of a proactive policy address-, is underlined. Their study shows a rationality guided both by economic constraints and inertial factors, within two pathways, based on one hand, on the alternative choice Vitis vinifera versus hybrid plants and, on the other hand, on geographical localisation (traditional area or nontraditional area).The understanding of their behavioral characteristics and their multifunctional character reveals the non-validity of their exclusion by public policies. It also shows the importance of their economic, social, territorial and restructuring role for UE and the Romanian wine industry.
