Abstract

Cette contribution a pour objet de montrer que Napoléon a exclu volontairement l'économie politique de l'université Napoléonienne. L'importance de la matière amène cependant à la fin du 19ème siècle à la réintégrer dans l'enseignement universitaire. Il faut le doctorat pour l'enseigner. Or, l'absence de doctorat en économie amène les juristes à se charger de cet enseignement. C'est souvent le professeur de finances publiques qui assume cette tâche. Il s'en déduit deux conséquences d'une portée considérable : d'une part, l'analyse économique en France prend du retard sur la révolution de la discipline à la fin du 19ème siècle; d'autre part, le juriste de droit public a une vision souvent bienveillante de l'Etat et donc, en creux, une vision plutôt critique des mécanismes du marché. Par voie de conséquence, on peut constater l'allure particulière de la science économique française aujourd'hui encore qualifiée pudiquement par les économistes du monde entier de la façon suivante : "l'originalité des économistes français".
