Quel pilotage des services public locaux dans les rapports des Chambres Régionales des Comptes ?

Abstract

Les Chambres Régionales des Comptes procèdent à l'examen de la gestion des collectivités locales. Formulent-elles pour autant des recommandations sur le pilotage des services publics locaux, dans une optique de New Public Management ? L'analyse textuelle de leurs rapports d'observations définitives révèle une forte incitation à un management par les résultats, mais encore assez peu d'évaluations des politiques menées. A l'avenir, les CRC pourraient être amenées à jouer un plus grand rôle de conseil (institutionnalisant les mesures de l'action publique) et surtout à développer un véritable système de pilotage de la performance publique, axée sur la satisfaction de l'usager et la qualité des services.
