Abstract

L'une des principales ambitions de la loi LRU de 2007 consistait à transférer aux universités françaises la responsabilité de la gestion de leurs de moyens et financiers : appelées à être davantage autonomes, elles devaient ainsi pouvoir affecter leurs moyens à leurs stratégies. Pour autant, l'autonomie n'est pas l'indépendance : l'emploi public universitaire demeure encadré par l'État, à la fois comme premier financeur des établissements mais aussi comme prescripteur des règles et normes relatives à l'emploi public dans ses filières et corps. Près de neuf années après son adoption, cette communication se propose d'interroger les effets de la loi LRU en matière de gestion des ressources humaines dans les universités, au travers du cas de la gestion des personnels BIATSS. Cette étude exploratoire, réalisée dans le cadre plus vaste de la préparation d'une thèse, propose quelques premières pistes de réponses.
