Un modèle multi-acteurs de la gestion des connaissances, le cas de l'urbanisme durable

Abstract

L'urbanisme durable repose sur la pluralité des connaissances des différents acteurs concernés : élus, usagers, associations. Paradoxalement l'explicitation et l'échange de ces connaissances semble négligée au profit de travaux de modélisation (Haugton et Hunter, 1996 ; Frey, 1999), qui s'interrogent davantage sur une forme urbaine idéale ou une organisation optimale des services publics. Une question essentielle semble pourtant soulevée : comment favoriser la coordination des connaissances des différents acteurs de l'urbanisme durable ? Cette communication interdisciplinaire souligne l'importance de fonder l'urbanisme durable sur un système de gestion des connaissances pouvant favoriser les interactions (Ermine 2007) et l'engagement dans une action collective (Cerf, et alii., 2000, Ferrary & Pesqueux, 2006,). Les apports de la Théorie des Jeux (Tirole et Benabou, 2006) et de la Dynamique Identitaire Globale (Sardas, 2008) offrent ici plusieurs pistes. Une étude exploratoire réalisée en Moselle souligne les différents freins cognitifs, stratégiques et subjectifs qui peuvent entraver une telle gestion des connaissances, mais aussi le rôle positif de facteurs de convivialité, souvent bien plus efficaces que la pression réglementaire.
