Le gouvernement Schröder et la reconstruction à l'Est : un bilan en demi-teinte

Abstract

Eine Bilanz der "Chefsache" «Aufbau Ost» führt zu einem zwiespältigen Fazit: Einerseits weisen die neuen Bundesländer beachtliche Fortschritte im Bereich der Verarbeitungsindustrie, des Exports und der allgemeinen Geschäftslage auf, was auch vom jüngsten Fortschrittsbericht der Wirtschaftsinstitute bestätigt wird; andererseits bleiben das Bruttoinlandsprodukt und die Produktivität sowie die Arbeitslosenquote und die demografische Entwicklung auf besorgniserregendem Niveau, so dass das erklärte Ziel einer Konvergenz der Lebensverhältnisse in Ost und West in weitere Ferne rückt. Dies bedeutet nicht, dass die Schröder-Regierung seiner Aufgabe nicht gerecht gewesen wäre (was auch immer von den vorschnellen Versprechungen des Bundeskanzlers bezüglich der Arbeitslosenzahl zu halten sei), denn mit den getroffenen Investitions-, Innovations- und Infrastrukurmaßnahmen wurde zweifelsohne der richtige Weg eingeschlagen. Allerdings war eine kurzfristige Wirkung kaum zu erwarten, denn heute ist allen klar, dass der «Aufbau Ost» nicht in ein paar Jahren zu bewältigen ist, sondern als Generationenaufgabe zu betrachten ist.
