Abstract

Depuis quelques dizaines d'années, les organisations publiques sont confrontées à des exigences croissantes de leurs différentes parties prenantes (usagers, élus, services centraux, tissus économique local). Cette communication, inscrite dans le cadre d'une 1ère année de thèse, vise à identifier les difficultés rencontrées dans le déploiement stratégique des politiques publiques dans les collectivités territoriales. Elle se base sur le cas d'une grande mairie. Dans un second temps, des pistes sont proposées dans l'accompagnement des collectivités pour renforcer la mise en œuvre de leurs stratégies. Cette communication identifie en particulier, les défauts de synchronisations existants entre les concepteurs des politiques publiques à déployer et les exécutants de ces politiques peu intégrés au processus de conception.
