Abstract

Les " gens du voyage " ont une relation complexe au territoire : entre un espace local qui les accueille difficilement et un espace national au sein duquel ils ont du mal à se fondre. Le nomadisme a toujours interpellé les autorités sur des questions d'ordre public et de sécurité. Les lois Besson de 1990 et 2000 constituent une étape déterminante dans le droit au logement des " gens du voyage " en encadrant les conditions de passage et de séjour. Dans quelle mesure les " gens du voyage " constituent-ils une partie prenante dans la mise en oeuvre d'une politique publique relative au logement ?
