Abstract

Les difficultés actuelles de la zone euro ont relancé les discussions autour de la gouvernance de la zone euro et de l'opportunité d'une union budgétaire, c'est-à-dire un ensemble de règles collectives en matière budgétaire, en Europe. Dans cet article, nous rappelons que l'Union européenne connaît déjà une union budgétaire. Nous établissons une typologie simple des unions budgétaires et nous insistons sur l'un des dilemmes fondamentaux du choix, à savoir la gestion simultanée des chocs idiosyncrasiques naturels et des comportements opportunistes. Nous analysons les défauts majeurs de la construction monétaire européenne et nous énonçons cinq principes fondamentaux sur lesquels bâtir un fédéralisme budgétaire en Europe et assurer la pérennité de la monnaie européenne.
