Normes sociales Internationales et conditions de travail dans les pays en développement

Abstract

Il appartient à l'OIT de mettre en place les normes sociales fondamentales destinées à être ratifiées et appliquées par l'ensemble des pays. Ces normes font l'objet d'une série de critiques, dès lors que l'on raisonne en économie ouverte, mais elles demeurent un socle indispensable à l'amélioration des conditions de travail, notamment dans les pays en développement. Dans un contexte de mondialisation où les États n'ont plus forcément les moyens de contrôler les firmes, des normes privées, endogènes au système, peuvent se constituer. Ces normes dont on analyse la genèse et la nature sont pour nous complémentaires aux normes exogènes qui proviennent des États, elles ne leurs sont pas substituables.
