Sécurité alimentaire dans les pays en développement: quelle contribution des filières d'exportation?

Abstract

L'article propose un modèle micro-économique pour analyser les interactions entre les filières domestiques et les filières d'exportation des pays en développement et leur rôle dans la disponibilité de l'offre alimentaire sur les marchés domestiques. L'analyse prend en compte la rareté du foncier agricole et évalue deux politiques publiques : un quota minimal de production imposé aux exportateurs et réservé aux marchés domestiques et une subvention à l'entrée des producteurs spécialisés dans les cultures domestiques. Nous montrons comment un quota minimal de production imposé aux exportateurs ne suffit pas, quand il est pratiqué isolément, à satisfaire à la fois l'objectif de sécurité alimentaire et une participation importante de producteurs locaux. A l'inverse, une subvention accordée aux filières domestiques conduit à satisfaire ces deux objectifs. Une combinaison de ces deux instruments (subvention et quota de production minimal) est plus efficace dans l'amélioration de l'offre totale disponible sur les marchés domestiques que l'utilisation d'un seul type d'intervention mais induit une moindre participation par rapport au cas où seule la subvention est utilisée.
