Abstract

Tout commença donc un jour de Février, Où fut votée l'expertise CHSCT, Un risque grave que les salariés encouraient, Le souhait qu'un expert agréé vienne les aider. Une clinique privée, de cinq cents salariés, En plein coeur du pays provençal située, Un rapport de soixante-dix pages fut alors rédigé, Et l'expert CHSCT s'en est allé. Un diagnostic sévère, le management ciblé, Trop autoritaire, et sur le contrôle centré, Climat social dégradé et manque d'équité, Faible reconnaissance, salariés délaissés. Des recommandations fortes à concrétiser, Autour de trois grands axes furent articulées, Management, prévention et activités, Puis l'expert CHSCT s'en est allé. Des conclusions claires a priori partagées, La démarche de prévention pouvait débuter, Un comité de pilotage fut ainsi créé, Et notre étude empirique allait commencer. Analyser une post-expertise : mais quelle riche idée ! Cette « étape d'après », encore peu étudiée, Une recherche longitudinale fut ainsi opérée, À partir d'entretiens et de faits observés. Faible représentativité de ce comité, Composé d'un seul représentant salarié, Alors qu'à l'opposé, on pouvait dénombrer, Cinq membres de la Direction : mais quelle étrangeté ! Et c'est ainsi que le processus s'engageait, Piloté par un comité déséquilibré, Suivirent quatre groupes de travail faiblement reliés Aux pistes d'action du rapport CHSCT. Alors que ce dernier était clairement axé, Sur le mode de management et l'activité, Le comité de pilotage ainsi composé, Avait toute latitude pour les réorienter. Quatre groupes de travail compartimentés, Chacun concernant une unité dédiée, Peu de possibilités de s'y opposer, Car l'expert CHSCT s'en était allé. Faible mobilisation, groupes délégitimés, Quelques difficultés quotidiennes soulevées, Mais l'organisation n'était plus dénoncée, Contrairement aux cadres de proximité. Puis le comité de pilotage fut supprimé, Au profit d'un comité Pénibilité, Obligation légale, nouvelle priorité, Et sans expert agréé : une stratégie calculée ?
