Abstract

Les « Bonnes Conditions Agricoles et Environnementales » (BCAE) sont la transposition française des exigences de conditionnalité de la Politique Agricole Commune (PAC) : il s'agit de conditionner l'octroi des aides directes du premier pilier à l'obligation de respecter certaines normes et règlements, notamment en matière environnementale. Depuis 2010, une BCAE est dédiée au « maintien des particularités topographiques », également appelées « infrastructures agro-écologiques » (IAE). La première partie de cet exposé illustre, par un exemple, ce que l'on sait des facteurs en jeu dans les services rendus par les IAE. Une seconde partie mobilise ces connaissances pour une lecture des forces et faiblesses de cette BCAE pour maintenir les IAE et leurs services. La dernière partie élargit le point de vue sur les évolutions de la PAC vis-à-vis des IAE et conclut sur plusieurs nouveaux défis.
