Abstract

L'auteur étudie les conflits d'objectifs entre une agence environnementale et une autorité de la concurrence dans un duopole asymétrique. Il examine les cas où l'autorité de la concurrence peut s'opposer à une taxe environnementale afin d'éviter la position dominante d'une firme et pour limiter les risques de collusion. Il introduit alors une politique qui porte sur un niveau d'investissement dans la dépollution. Cette politique peut notamment prendre la forme d'une norme de procédé ou d'une approche volontaire. L'article montre qu'une autorité de la concurrence qui maximise le surplus des agents dans l'économie préfère une politique sur l'investissement à une taxe dès que la firme la plus efficace pour produire est la plus polluante.
