Abstract

The dramatic situation of public finances in the majority of countries around the world is a real challenge for public services. It appears necessary to develop innovating strategies based on various levers: a better understanding of stakeholders needs, a higher service quality, more efficiency and effectiveness, new services and more stimulating human resources strategies. This paper is based on an intervention-research program conducted by ISEOR team in various countries and public organizations. We present SEAM theory applied to public organizations and we highlight the virus TFW concept (taylorism-fayolism-weberism) as a variable which appears as a major obstacle to public service modernization. Then we analyze 35 cases of social organizations which take care of disable people, to demonstrate how the virus TFW concretely takes form, and its impacts on personnel and users.
