Intégrer la sécurité gérée dans les démonstrations de sûreté : Quelles pistes en provenance des activités de manutention ?

Abstract

Notre travail de thèse vise à questionner l'intégrabilité de la «sécurité gérée», la capacité adaptative de sécurité, dans les dispositifs de démonstrations de sûreté. Cette forme de sécurité doit se combiner à la «sécurité réglée», la sécurité construite à partir des formalismes et des règles, afin de construire la sécurité totale. Pour mieux comprendre les questions pratiques que soulève l'intégration de cette forme de sécurité dans les démonstrations de sûreté, nous faisons un détour par l'étude des activités de manutention. Nous avons évolué en autonomie dans le cadre d'une immersion de trois semaines dans un site industriel à risques. L'enquête menée nous permet de mieux comprendre comment qualifier la sécurité gérée et ses ressorts ainsi que comment mettre en valeur cette source de sécurité dans les démonstrations de sûreté. Les activités observées nécessitent en effet des arbitrages entre règles et ajustements locaux, qui sont réalisés en situation. Du point de vue des sciences de gestion, ces arbitrages sont réalisés dans le cadre d'espaces de discussion animés par les manutentionnaires. Afin d'intégrer la sécurité gérée dans les dispositifs de démonstration de sûreté, la prise en compte de telles instances d'arbitrage constitue une piste intéressante.
