Abstract

Les prélèvements sur les eaux souterraines ont été multipliés par trois en cinquante ans, conduisant à une surexploitation croissante de ces ressources communes : une « course au pompage » qui engendre d'importants impacts économiques, environnementaux et sociaux. L'analyse économique et les connaissances empiriques nous apprennent qu'il est pourtant possible de sortir de ce processus de « tragédie des communs ».
