Abstract

La performance publique est souvent assimilée à l'application d'outils issus de la sphère privée. Cette démarche, au départ inspirée des théories libérales anglo-saxonne s'est imposée depuis les années 1980 d'abord dans les pays de l'OCDE, puis partout dans le monde. Toutes les réformes, notamment en France s'inspirent de cette logique poussée par les théories du NPM. Pourtant, la remise en cause de ce modèle s'explique par des dysfonctionnements inhérents au système et un relative absence de lien avec les valeurs publiques.
