Abstract

Dans le sillage de la LOLF de 2001, le système de contrôle financier interne à l'administration a été réformé en 2005. Il s'agit de faire des contrôleurs financiers, dont l'origine remonte au 19ème siècle, davantage des agents de conseil des ordonnateurs ministres, vérifiant la soutenabilité financière, que des autorités qui stigmatisent la faute. Réorientation des contrôles.
