Abstract

This contribution concerns public European research programs that aim to promote inter-organizational cooperation. The authors explain important challenges linked to international alliances in the field of research and development, and present major initiatives developed at the European level to facilitate collaboration in this area. The analysis of cooperation agreements financed by the Eureka initiative during the periods 1992-2000 and 2005-2013 allows for identifying the profile of actors who participate in alliances formed within European programs.
