Abstract

Ce chapitre présente un cas de mise en œuvre de la réforme des lycées dans un établissement dans lequel le personnel, fortement syndiqué et hostile à la réforme, est influent. Il permet de comprendre à travers un exemple comment les outils de gestion – ici, un emploi du temps - contribuent à la transformation des organisations. Il montre en particulier que l'outil joue un rôle de prototype du fonctionnement de l'organisation à venir. En formalisant le produit des négociations des acteurs dans un agencement organisationnel précis, l'outil de gestion – ici un emploi du temps - donne à voir les effets des exigences des uns et des autres sur la situation future. En révélant les conséquences collectives des décisions âprement négociées, l'outil de gestion conduit les acteurs à s'interroger quant à la pertinence de leur intransigeance qui pèse finalement sur l'organisation et les élèves. Cet effet de miroir permet le desserrement des contraintes difficiles à satisfaire et, finalement, la mise en œuvre de la réforme.
