Abstract

The article underlines that being inherently a public good, education is being transformed into the category of market services. Fees and charges become an inherent part of modern education system. At the same time has been revealed a significant differentiation on the availability of services to various socio-economic groups. There is a need of creating a new system of economic and financial relations in the field of educational services on the principle of social justice for all categories of the population.
