De la prise en compte des externalités sociales à la définition de nouveaux objectifs: la politique des transports complémentaire des politiques sociales catégorielles

Abstract

L'objet de l'article est de montrer qu'au delà des efforts réalisés pour internaliser les externalités négatives dans l'évaluation des politiques de transport, la volonté des pouvoirs publics de développer des politiques intégrées en matière de transport, d'habitat et de planification urbaine a amené à prendre en compte des préoccupations sociétales dans la définition même des objectifs des politiques de transport. Il s'agit de rechercher comment les infrastructures de transport peuvent contribuer à la réalisation d'objectifs sociaux (externalités positives). Dés lors, il est possible de discuter de la complémentarité entre politique de transport et politiques sociales tant générales que catégorielles.
