L'organisation de l'évaluation comme déterminant de la production de recommandations utiles

Abstract

Produire des recommandations dans la perspective de leur utilisation relève essentiellement de l'organisation générale de l'évaluation : la perspective et la conduite du projet d'évaluation d'une part, le positionnement de l'évaluation dans l'institution d'autre part. Dans un premier temps, nous discutons des conditions favorables à l'élaboration de recommandations potentiellement utiles et effectivement prises en compte dans la réingénierie de l'action. Dans un second temps, nous présentons la pratique ADEME de l'évaluation qui fournit un exemple d'une organisation de l'évaluation favorable à la production de recommandations utiles.
