Réforme du système des retraites en Italie : bilan et perspectives

Abstract

Jusqu'au début des années quatre-vingt-dix le système de retraite en Italie était devenu de plus en plus généreux et coûteux, attribuant des taux de rendement complètement déconnectés de l'évolution des variables influençant sa soutenabilité financière. Il était aussi compliqué, fragmenté et inéquitable et absorbait 59.6% des dépenses de protection sociale, auxquels s'ajoutaient 7.8% pour les minima vieillesse, qui constituaient presque la moitié des dépenses de solidarité. Ces déséquilibres ont engendré une perte de contrôle des dépenses de retraite, qui de 15.2% du PIB en 1992 auraient atteint 23.3% en 2040, en raison du vieillissement de la population (...).
