Abstract

L'ouverture des marchés de l'électricité est censée conduire à la constitution de la structure industrielle la plus appropriée pour répondre aux objectifs de bien-être social et d'efficacité productive. Elle pose le problème des degrés requis de concentration. Actuellement, on observe une forte concentration horizontale de la production susceptible de peser sur la fixation des prix. En effet, dans 10 États membres sur 24, fin 2004, les trois premiers producteurs détenaient plus de 85 % des capacités installées. La structure est aussi caractérisée par un degré d'intégration verticale entre production et commercialisation qui rend possibles les manipulations de prix défavorables au consommateur (...).
