Abstract

La réforme du Pacte de stabilité a été débattue par l'Eurogroupe et le Conseil ECOFIN des 17-18 janvier ; elle figure à l'ordre du jour des Conseils des 17 février et 8 mars ; elle devrait être décidée au Conseil européen des 22-23 mars 2005. D'ici là, le projet ne sera pas rendu public, ne sera pas discuté devant les opinions publiques et ne fera pas l'objet de débats au Parlement européen et dans les parlements nationaux. Le risque est grand que les chefs de gouvernement avalisent un texte préparé sans débat démocratique, sans discussion scientifique, quitte à ne pas respecter, dans leurs décisions nationales, les accords signés à Bruxelles. L'Europe est-elle condamnée à ce mode de fonctionnement, qui a abouti à un Pacte de stabilité mal conçu et inapplicable ? (...).
