Abstract

Élu en octobre 2002 malgré les inquiétudes qu'il suscitait auprès des milieux d'affaires et la crise financière qui s'en est suivie, le Président Lula da Silva a prouvé sa capacité à poursuivre la politique d'ajustement " orthodoxe " engagée depuis 1999 par son prédécesseur F. H. Cardoso. En ce sens, sa politique économique s'inscrit déjà dans le moyen terme, ce qui lui permet de prendre à son compte une crédibilité encore fragile, mais qui était en cours de construction avant son arrivée. Pour l'heure, les marchés financiers lui font confiance, les anticipations d'inflation convergent vers la cible d'inflation définie par la Banque centrale et la couverture des besoins de financement externes est assurée jusqu'à la fin de l'année. Par ailleurs, la réforme du système de retraites en cours de débat à l'Assemblée nationale devrait être entérinée prochainement (...).
