Abstract

Après une décennie quatre-vingt caractérisée par le rétablissement des finances publiques et notamment par la tentative de résolution du problème de la dette, le Maroc s'est récemment engagé, sous la pression des faits et des contraintes extérieures, dans une accélération de son "ouverture ". L'ajustement structurel, théoriquement achevé depuis 1992, se cherche un successeur moins financier et plus réformateur, après trois années difficiles : durant les mois de septembre et d'octobre 1995, à la suite de l'intervention d'Hassan II au Parlement en août, une série de "fuites " de rapports de la Banque mondiale et de divers rapports gouvernementaux confidentiels a été organisée dans la presse ; ce qui était murmuré et soupçonné sur l'état de santé du Maroc est ainsi devenu doctrine officielle. La signature, à Marrakech, des accords finaux de l'Uruguay Round créant l'Organisation mondiale du commerce (OMC) a motivé le royaume chérifien dans sa volonté, au moins affichée et diplomatique, d'être une fois de plus un élève modèle de la communauté internationale (...).
