Abstract

Cette étude s'inscrit dans un processus de sélection stratégique, d'acclimatation et de mise en contexte des normes qui s'appliquent aux organisations. Ce cas de recherche d'une méthodologie pratique de conception d'un référentiel de processus internes a été réalisé et expérimenté sur un établissement médico-social. Les organisations ne peuvent pas se conformer à toutes les normes qui s'appliquent à elles. Rédiger les règles du jeu internes ne résulte pas d'un agencement exhaustif d'obligations externes mais plutôt d'un agencement et d'arbitrages délibérés de règles externes qui contribuent aux axes stratégiques choisis et dans une perspective d'enracinement au contexte. Ipso facto, une telle démarche requiert des dispositifs de négociation interne et externe sur les règles du jeu contribuant aux objectifs stratégiques, et non l'inverse.
