Abstract

Cette recherche se propose de comprendre dans quelle mesure le management d'un projet d'investissement direct étranger sur un territoire peut être considéré comme un succès ou un échec et comment il s'inscrit dans le dispositif d'intelligence économique territorial. Nous mobilisons les apports de la théorie de la traduction comme cadre d'analyse d'une étude de cas portant sur le management public de l'implantation sur un territoire en France d'une entreprise chinoise du secteur des télécommunications. Sur la base de l'analyse d'un corpus de sources secondaires en grande partie constituée par des articles de presse sur une longue période (8 années), nous montrons comment, en éliminant le traducteur initial du réseau d'actants, en choisissant un mauvais point de passage obligé et en adoptant une stratégie de communication centrée sur la création d'emplois, le management public va produire une impression d'échec pour ce projet qui, paradoxalement, trouvera une issue concrète et positive sur le territoire.
