L'expérience de l'approche Nucleus et l'évolution du rôle de la Chambre de l'Artisanat et des Métiers algérienne (CAM)

Abstract

L'approche Nucleus, développée dans le monde depuis 1991, vise d'une part à mobiliser les entreprises individuelles (particulièrement les TPE/PME), d'autre part à initier des processus de développement structurel au sein des chambres et associations de commerce. À partir d'une analyse des attitudes des petits entrepreneurs dans des pays comme le Sri Lanka ou le Mozambique, les concepteurs de l'approche Nucleus sont partis des constats suivants : le petit entrepreneur agit souvent isolément, il possède généralement un niveau éducatif ou une formation professionnelle limités, il perçoit les autres entrepreneurs uniquement comme des concurrents, il est méfiant envers les institutions (État, etc.), il rejette les raisons de son insatisfaction sur autrui ou la situation économique et enfin il " tend à développer une attitude exigeant un support extérieur au lieu de se baser sur son propre potentiel et à recourir à sa propre initiative ". Nous pourrions également rajouter qu'il est souvent immergé dans le secteur informel. De ces constats est venue l'idée d'institutionnaliser la coopération entre TPME afin de contrer leur fragilité (taux de mortalité précoce...). Les questions que soulève cet article sont les suivantes : la mise en place des Nuclei d'entreprises a-t-elle profondément modifié le rôle des CAM algériennes ? Sont-elles de devenues de véritables prestataires de services ?
