Abstract

Le Congrès Mondial de l'Energie a fait transparaître les problématiques liées au choix d'une transition énergétique pour un développement soutenable et, en particulier, la nécessité de concilier objectifs environnementaux, de sécurité d'approvisionnement et de développement économique sur le long terme. Les mécanismes d'incitation aux investissements bas carbone, tant dans les pays développés, que dans les pays en développement, sont actuellement insuffisants pour fournir des signaux de long terme; les fortes incertitudes, à la fois politiques - sur les engagements environnementaux - et économiques diffèrent les investissements nécessaires pour une transition vers une économie décarbonée. Les pouvoirs publics ont, dès lors, un rôle décisif dans la fixation, à la fois d'objectifs environnementaux de long terme et d'un cadre réglementaire favorable à l'investissement et à l'innovation.
