Le personnel national : un atout pour la capacité d'action des ONG humanitaires?

Abstract

Les ONG humanitaires œuvrent dans un environnement évoluant au gré des mutations politiques, économiques et sociales, auxquelles elles doivent constamment s'adapter. Deux difficultés restreignent aujourd'hui l'accès de certains terrains d'intervention aux ONG : la sécurité et la volonté des Etats à devenir aussi des acteurs de l'aide sur leur territoire. Les ONG doivent ainsi apprendre à agir différemment et à inventer de nouveaux modes d'intervention. Nous souhaitons observer comment deux de ces modes opératoires ont été mis en place au sein de l'ONG humanitaire Médecins Sans Frontières : les programmes Remote Control, ou programmes sans expatriés, et le partenariat avec une ONG locale. Nous verrons quels sont les changements induits par ces nouvelles configurations et quelle place y occupe le personnel national. Celui-ci peut en effet se révéler être l'une des clés de la capacité d'action des ONG dans certains contextes et un atout non négligeable en termes opérationnels, organisationnels et sociétaux.
