Le tableau de bord MAESTRO pour la gestion des installations

Abstract

À la suite du baby-boom d'après-guerre et de la Révolution tranquille, le Québec, comme la plupart des nations industrialisées, a vécu une ère de construction massive de ses infrastructures et de ses installations, tant publiques que privées, qui a amené un défi sans précédent : satisfaire à la croissance rapide de la demande pour nos institutions. Cette approche, combinée à la crise du pétrole des années 1970 et au vieillissement des parcs immobiliers publics, a mené, dès 1980 et jusqu'à aujourd'hui, aux constats suivants : une durée de vie effective plus courte que prévue de certains composants des bâtiments; une efficacité énergétique à améliorer pour plusieurs enveloppes du bâtiment et plusieurs systèmes électromécaniques; un cycle de vie des bâtiments, en regard de leur fonctionnalité, de 30 ans à 50 ans; un parc immobilier et ses éléments importants en grande partie en fin de vie utile, et ce malgré des interventions d'entretien courant et de maintien des actifs tributaires du financement consenti au cours des ans; un besoin d'adaptation fonctionnelle (amélioration et transformation) des bâtiments, notamment par l'utilisation croissante des nouvelles technologies de l'information et des communications (" révolution informatique ") et par l'implantation de nouveaux besoins fonctionnels, besoins partiellement satisfaits par des fonds destinés à l'entretien courant et au maintien des actifs; une évolution constante des lois, des normes et des règlements touchant la gestion des immeubles qui accroît les besoins de normalisation des bâtiments; une prédominance des activités d'entretien curatif des bâtiments au détriment des activités d'entretien préventif. Motivés par l'analyse qui précède et ces constats, nous avons conçu le Tableau de bord MAESTRO. MAESTRO est l'acronyme choisi pour le modèle de Modélisation, d 'Analyse et d 'Évaluation STRatégique des Organisations pour la gestion des installations. Ce modèle propose des indicateurs de performance pour la gestion des installations en définissant les données requises pour le calcul de chaque indicateur et en proposant une interprétation des indicateurs ainsi que de leurs mises en relation entre eux. Ces indicateurs globaux et stratégiques regroupés en un tableau de bord, servent notamment : à donner aux décideurs une image de l'état de leurs installations ainsi que de la gestion de celles-ci; à indiquer l'évolution probable à court et à moyen terme du parc si on n'envisage aucune intervention; à mesurer l'effet des interventions déjà effectuées. Suivant le tableau de bord équilibré décrit par Kaplan et Norton (1996), le modèle américain SAM (Strategic Assessment Model) de l'Association of Higher Education Facilities Officers (APPA) et le MAESTRO définissent des indicateurs couvrant quatre aspects de la gestion d'une organisation. Il y a d'abord l'aspect financier, car les ressources financières ont une incidence sur la stabilité et, par conséquent, sur la longévité de l'organisation. Il y a ensuite l'aspect d'analyse des processus de fonctionnement interne qui porte sur les façons de faire et leur amélioration en vue d'en maximiser l'efficience. Par ailleurs, l'aspect de l'apprentissage et de l'innovation définit le type d'environnement de travail et de gestion des ressources humaines qui favorise ou non l'émergence de nouvelles idées et de façons de faire. Enfin, on tient compte de l'aspect du service à la clientèle, qui documente le niveau de satisfaction des principaux usagers des lieux. Dans cette recherche, nous formulons pour chaque analyse croisée quelques constats qu'il y aura lieu d'adapter aux spécificités des parcs de chaque organisation. Les constats proposés se veulent donc des pistes à explorer et des points de départ pour des réflexions approfondies. Il y a d'autres analyses possibles à partir des indicateurs de performance dont celles consistant à faire la projection, dans le temps, du déficit d'entretien et de l'indice de vétusté physique sur une période longue de 10 ou 15 ans, par exemple, du financement à consentir pour le maintien des actifs. Bref, les résultats ont une nature stratégique et leur contenu qualitatif s'avère actuellement plus pertinent que leur contenu quantitatif, malgré les apparences. Néanmoins, il est indiscutable que les valeurs obtenues pour chacun des indicateurs et leur niveau de certitude respectif fournissent de l'information sur la condition actuelle de la gestion des parcs immobiliers. En terminant, nous pouvons affirmer que la présente recherche apporte un éclairage innovateur aux défis de la gestion de parcs immobiliers complexes et amène une réflexion sur la vaste gamme de nouvelles voies de recherches dans le domaine de la gestion de parcs immobiliers publics. ENGLISH Following the post-World War II baby boom and the Quiet Revolution, Quebec, like most industrialized nations, underwent an era of massive construction of its infrastructures and facilities in both the public and private sectors, which brought on the unprecedented challenge of meeting the faster growing demands for its institutions. This situation, combined with the petroleum crisis in the 1970's and the ageing of the public real estate parks, brought on as early as 1980 and until now the following realities: a more short term efficiency of building components; a need to improve the energy efficiency of several building envelopes and electromechanical systems; the lifecycle and the proper functioning of buildings ranging 30 to 50 years; a real estate park along with its basic elements for most at the end of its useful lifespan in spite of maintenance and capital upgrading over the years; the functional aspects of facilities must be updated, in particular by increasing the use of new information and communication technologies ("data-processing revolution") and by implementing new functional needs, those of which are partially satisfied by funds intended to maintenance and deferred maintenance; the ever-changing legislation, standards and regulations for facility management; the prevalence of curative maintenance tasks of building facilities over preventive maintenance tasks. Motivated by this situation, we designed a balanced scoreboard called MAESTRO (Modelization, Analysis and Evaluation STRategies for Organizations) for facility management. This model suggests performance indicators for facility management by defining the necessary data for the calculation of each indicator and by proposing interpretations as well as comparisons between indicators. MAESTRO aims for rigorous and effective data acquisition. In this report, performance indicators related to facilities are thoroughly examined. These global and strategic indicators listed in a balanced scorecard are particularly useful to provide decision makers with a clear understanding of the quality of their installations and their management, to predict the probable change over a more or less short term when there is no intervention, and to measure the effects of interventions already carried out. According to the balanced scorecard described by Kaplan and Norton (1996), the Association of Higher Education Facilities Officers' (APPA) model named SAM (Strategic Assessment Model), as well as MAESTRO define indicators covering four aspects of organizational management. First, there is the financial aspect, for financial resources affect the stability and consequently the longevity of the organization. Then, there is the analysis of workflow processes which pertains to the way of doing and improving matters for an always growing efficiency. Also, the learning and innovation aspect defines the type of work environment and form of human resources management that supports or discourages the emergence of new ideas and methods. Finally, there is the need to take into account customer services, that which documents the level of satisfaction of the principal facility users. These indicators measure the general efficiency of an organization's facility management. Statistical regression is not addressed in this work, nor will it be addressed in the near future, as it would inevitably lead to the hasty and premature generalization of the results. Moreover, five cross-analyses were carried out in which two indicators were opposed in order to better describe and explain an organization's current situation without quantifying the correlation between them. In the current research, the results obtained for each cross-analysis would be adjusted to the facility's specificities and can be used as a starting point for more thorough research. Many more analyses are possible with and one of the most interesting consists in projecting over a period of time the deferred maintenance deficit and the facility condition index. In short, the results are of a strategic nature and their qualitative contents are at present more relevant than their quantitative contents, in spite of what could be expected. Nevertheless, the values and accuracy obtained for each indicator provide valuable information as to the current state of facility management. Finally, this research sheds a new light on the challenges of facility management and proposes a wide range of new methods of research.
