Abstract

La nécessité de lutter contre le mille-feuille administratif semble une évidence. Mais l'exemple des écosystèmes d'innovation montre que le rajout d'une couche de coordination peut se révéler plus judicieux que les simplifications spontanément envisagées par les acteurs. Le notion de complexité administrative s'avère être un concept particulièrement ambigü...
