Abstract

En 2010, la Chine est devenue la première puissance industrielle du monde, avec près de 20 % de la production globale, dépassant les États-Unis et mettant fin à leur prééminence de cent dix ans sur la production de biens. Après son accession à l'OMC en 2001, l'expansion chinoise a été tirée par l'investissement et l'exportation. La chute de la demande globale, à la suite de l'internationalisation de la crise américaine, a révélé la très forte dépendance de la Chine aux exportations. Nous montrons que les différents chocs économiques qui touchent la Chine en plus de la baisse des exportations, taux de change, travail, énergie et terrain, placent au tout premier plan la politique de recherche et développement et d'innovation chinoise, envisagée désormais comme un instrument privilégié pour soutenir la croissance, tout en remontant la chaîne de valeur, à la manière du Japon et des quatre dragons au milieu des années 1980.
