Abstract

Améliorer l'efficacité de son système de santé tout en garantissant son équité, voilà les défis d'ordres politique et économique auxquels doit aujourd'hui faire face le Portugal à l'instar de beaucoup des États membres de l'Union Européenne. Les théories de mise en concurrence, fondées sur la remise en cause de la gestion publique rencontrent un certain écho depuis les années 1980 et 1990. L'espérance suscitée par cette voie novatrice a ainsi conduit nombre de pays à instaurer des mécanismes de marché dans leur système de santé. Cet article analyse et compare précisément les tentatives d'introduction de mécanismes concurrentiels du système de santé portugais à l'aune des résultats produits par des expériences étrangères. Cet examen tente de confronter des résultats pratiques aux critères d'évaluation de la théorie économique de l'assurance afin de mieux appréhender les singularités de la situation portugaise.
