Abstract

Depuis une dizaine d'années, de très nombreux rapports sur l'anticipation et la gestion des restructurations ont été produits à l'initiative de la Commission européenne. Partant d'une analyse des points de convergence qui apparaissent à la lecture d'une sélection de ces rapports, l'article s'attache dans un premier temps à qualifier le consensus programmatique qui s'en dégage. Il propose et décrit ensuite un ensemble de fonctions articulées deux à deux et inscrites dans trois "fonctionnalités" nouvelles, en appui réciproque, dont il conviendrait de doter les marchés du travail modernes pour outiller ce consensus. A titre d'illustration de l'apport méthodologique de la démarche, l'article s'achève par un diagnostic succinct de la manière dont l'une de ces fonctionnalités est assurée en France.
