Abstract

La Corse bénéficie d'un système de continuité territoriale (CT) depuis 35 ans. Globalement, celui-ci a permis une nette amélioration des communications entre l'île et la France continentale. Il a aussi contribué activement à l'évolution économique du territoire insulaire. Mais son bilan économique et financier est loin d'être parfait. Son coût de fonctionnement, notamment, paraît excessif. Les dysfonctionnements qui le pénalisent semblent pouvoir être repérés dans deux registres distincts mais complémentaires. Celui de la gouvernance territoriale d'une part, et celui de la régulation des activités de transport d'autre part.
