Abstract

Au cours des dernières années, le prix de l'électricité sur le marché libre a augmenté en France autant que chez nos voisins, alors que les coûts de la production française, principalement nucléaire, n'ont été que peu affectés par le renchérissement des énergies fossiles. Comment expliquer ce paradoxe apparent ? Faut-il accuser la libéralisation et renforcer la régulation publique des prix, ou au contraire invoquer l'insuffisance de la concurrence et placer ses espoirs dans la poursuite de la libéralisation et de l'intégration européenne ? À partir d'une analyse du marché francais, David Spector montre que ces positions sont toutes deux erronées et évalue les différentes politiques possibles face à la " rente nucléaire ".
