Abstract

Alors que la mise en œuvre de Natura 2000 en France laisse une grande place à la concertation de façon à appréhender les situations d'incertitude, ses objectifs en matière de conservation de la biodiversité sont encore loin d'être atteints. Cette communication présente un cas de mise en œuvre de la politique dans une plaine céréalière intensive. La procédure prévue au départ a laissé place à un processus interactif entre acteurs de terrains et autorités publiques. Un centre de recherche a développé une capacité d'exploration de solutions nouvelles pour concilier agriculture et biodiversité. L'étude de cas, qui mobilise les théories de la conception, montre que Natura 2000 peut générer des régimes de conception plus ou moins innovants, pour lesquels les processus de conception restent à instrumenter et les critères d'évaluation à adapter.
