Abstract

Après une faible croissance économique en 2011 (1,4 % selon l'agence européenne de statistiques Eurostat), la zone euro a connu une évolution du PIB quasi-nulle au premier trimestre 2012 . Dans ce contexte de crise, la nécessité de redynamiser le tissu économique sonne comme une évidence. Alors que le rôle de l'Etat avait été décrié depuis le début des années 80, il est désormais acquis dans les discours des politiques que les Etats doivent à nouveau jouer un rôle central dans l'économie. A travers les orientations prises en matière de fiscalité, de réglementation, et de subventions, les Etats possèdent des leviers permettant de faire évoluer les conditions macro-environnementales des entreprises. Cette vision semble reléguer au second plan la place de l'entreprise et du manager dans la production de richesses.
