Abstract

Même si le débat est relativement ancien, la question de la reconnaissance des métiers portés par les agents publics, a u-delà de ce qu'en disent les corps, demeure d'une grande actualité. Les activités prises en charge dans la fonction publique se diversifient et appellent des compétences nouvelles, faiblement valorisées au sein des catégories statutaires traditionnelles. Ce constat est particulièrement marqué pour l'encadrement, mal décrit, mal géré et finalement mal reconnu, alors même que les discours le placent au centre de la rationalisation des organisations publiques et qu'il connaît aujourd'hui de profondes évolutions. Comment un regard nouveau sur l'emploi public peut-il alors se développer, sur la base de quelle instrumentation, dans quelle nouvelle perspective de gestion et selon quelle articulation avec une logique statutaire appelée à perdurer ? À ces différentes questions, l'étude d'une démarche " métier " initiée par le ministère de la culture permet d'apporter des réponses différenciées tout en révélant ce que l'on peut mettre derrière le terme même d'encadrement.
