Abstract

Entre 2000 et 2006, Veolia Eau installe le compteur d'eau dans un quartier de Chennai, en Inde du sud, alors que l'eau est payée au forfait et que les élus rechignent à en réformer le tarif. De plus, si l'entreprise parvenait à assurer une distribution sans coupure, cela remettrait en cause les pratiques d'entraide fondamentales dans la culture locale. Finalement, l'expérience est un échec. Pourtant, en Inde comme ailleurs, les usagers se disent prêts à payer le service de l'eau, dès lors qu'il est de qualité et proposé à un prix acceptable.
