Codifier l'activité de qualification dans l'assurance maladie. Le cas des plateformes des services

Abstract

Les Caisses primaires d'assurance maladie (CPAM) ont connu ces dernières années des changements importants en termes organisationnels. Ces transformations résultent directement de la mise en œuvre des politiques publiques propulsées par l'Etat français dans le cadre de nouveaux contrats d'objectifs liant ces caisses à l'Etat. Le présent texte analyse certains effets de la mise en place des plateformes des services - centre d'appels - qu'accompagnent les restructurations internes des CPAM. Le travail s'appuie sur une enquête de terrain de type qualitatif. Une attention particulière est accordée aux impacts sur le processus de qualification caractéristique de l'activité dans le secteur de la Sécurité sociale. A la lumière des résultats, il apparaît que les nouvelles formes d'organisation introduisent et accentuent le caractère dual du processus de qualification. Le mouvement de rationalisation de l'activité dans l'administration se heurte ainsi au caractère insaisissable de l'activité première des caisses à savoir examiner des demandes et les qualifier.
