Abstract

Le séminaire Fonctionnaires, organisé par l'Ecole de Paris du management, avec le soutien de la DGAFP, a rassemblé praticiens de la gestion du personnel et chercheurs entre janvier 1998 et juin 1999, sur le thème de la mobilité dans les trois fonctions publiques. Par ce fil, on tire en fait assez vite la question plus générale de la gestion des relations humaines et du changement dans les administrations. Au cours des seize séances qui ont eu lieu, c'est à la fois à l'analyse de pratiques innovantes , et à une réflexion sur la place de la mobilité dans des doctrines de GRH plus globales, que s'est consacré ce séminaire.
