Abstract

L'explosion de l'usine AZF survenue à Toulouse le 21 septembre 2001 a été à la fois une catastrophe locale (30 morts, plusieurs milliers de blessés, des dégâts considérables sur le sud de l'agglomération toulousaine) et nationale. Sur ce second registre, les pouvoirs publics ont rapidement réagi, notamment en commandant plusieurs rapports d'enquête et en lançant un débat national sur les risques technologiques, puis en mettant en chantier une loi qui ne sera finalement votée que le 30 juillet 2003 - après un double changement, de couleur politique à l'Assemblée nationale, et de gouvernement.
